Sandy Banks is the last of The Four Horsemen, a vigilante group of ex-cops determined to right the injustices of a broken court system. But now the project is disintegrating, putting him in the middle of chaos. Betrayed by his final partner, blackmailed by the project head, and pursued by federal agents bent on busting the case wide open, Sandy scrambles to escape this mayhem with his soul intact.

A group of retired police officers, finding that the “system” often allowed crooks to “get of jail”, from the exploitation of loopholes, or the flaws in the documentation that the police had to submit, to gather evidence.
So, a group of four, calling themselves the “four horsemen”,plus a seeker, examined the various cases and where a really ruthless person had “gotten away with it”, they meted out justice, in such away, that the homicide squad had no reason to question what they could put down as an obvious scenario of death.
This comes to a halt , when one of the last two horsemen called it quits. The Last man, however, trying to tidy off the last cases, finds that more than the original five were in the know, and that what had originally been an altruistic quest, now had served as a self centred method to gain money, using the four horsemen’s expertise.
